Houston to municipal court administration, procurement in the public and
private sector, manufacturing, sales and marketing. Mr. Blum possesses strong negotiating skills as well as a
sound academic background. He
has worked at such organizations as the City of Houston,
Baker International (Kobe, Inc. and Milchem, Inc.), Ducommun Metals, Inc., and Dial One
International, serving as Municipal Court Administrator, Vice
President of International Sales and Marketing, City Purchasing
Agent, Corporate Purchasing Director, and Corporate Director of
Materials.Mr.
Blum was Director of Purchasing of the City of Houston
, the fourth largest city in the
United States , and was responsible for the oversight of expenditures in excess
of $450 million annually. His
purview included procurement oversight for 19 operating
departments, including, but not limited to, Police, Fire, Public
Works and Engineering, Health, Parks and Recreation and Aviation. He was also responsible for the administration of 1,200
service & supply contracts that expired independently of one
another. Mr. Blum had
total responsibility for the acquisition and disposal of the
City’s fleet of 12,500 pieces of rolling stock and the asset
management program.
Mr. Blum recently retired as the Deputy Director of the
City of Houston
’s Municipal Court, the third largest court operation in the United States. He had complete
responsibility for the Court’s operational budget, in excess of
$16 million dollars, and had a staff in excess of 500.The Municipal Court operates 24 hours a day, 365 days a
year and sees over 8,000 people daily.
Mr. Blum’s 35 years of experience encompassed the design,
presentation, and implementation of purchasing and inventory
systems, as well sales and marketing training and courthouse
administration. Departments reporting to him have consistently
been staffed at levels in excess of 400 people and budgets in
excess of $10 million.
Currently, Mr. Blum is Founder and President of a
successful consulting company, Bottom Impact. His company provides needs analysis and performance audits
resulting in bottom line profitability to businesses.
Mr.
Blum has a B.B.A. in Business Administration from the University
of Pittsburgh. He is an extremely
well organized professional with strong verbal and written skills.
He has been a featured speaker at many seminars,
professional societies and numerous academic and business
organizations. He has
taught college classes on “How to Speak in Public” and “How
to Start Your Own Business”.
Mr.
Blum served with honors with the United States Navy Special
Forces. He is a certified purchasing manager. The National Institute for Governmental Purchasing (NIGP)
and the American Public Works Society are organizations of which
he is a member.
In
addition, Mr. Blum volunteers weekly at M.D. Anderson Cancer Center.He spends two days
per week speaking to cancer patients and their families. He is also a member of the Anderson Network, an
organization that facilitates world wide interaction between newly
diagnosed individuals and former cancer patients with the same
disease. He is also a
lay chaplain at Methodist Hospital Willowbrook where Mr. Blum
resides in
Houston,Texas.
